SB1 Requirements

As required by SB 1, 91̽ will share a list of speakers who were invited to participate in University-sponsored events and were paid speaker fees, honoraria or other emoluments more than $500 in the past month.

How will Senate Bill 1 impact what is taught in the classroom at 91̽? 

Aside from requiring the creation of an American civic literacy course, and so long as faculty allow students to express intellectual diversity, this legislation will not limit what our faculty can teach. Academic freedom remains an important aspect of the educational experience at 91̽, ensuring the ability to explore, discover and share truth and knowledge without restriction.

Will student groups be impacted by Senate Bill 1? 

Senate Bill 1 does not prohibit a state institution of higher education from permitting registered student organizations, including fraternities and sororities, so long as the student groups are open to all eligible students (or are non-discriminatory).

What is 91̽’s position toward discrimination and harassment? 

Any form of discrimination or harassment will not be tolerated. We remain steadfast in our commitment to fostering a civil, respectful and supportive environment for all.

The law requires that a syllabus for each course be made publicly available. Will there be a template and process to guide faculty in meeting this expectation?

The requirement to publicly post syllabi is effective beginning in the 2026-27 academic year. The Provost’s Office is working to develop a syllabus template that will be utilized by all faculty to ensure compliance. Optional, additional syllabi statements will remain available for faculty to add to the required template include on their respective syllabi, if desired.

Has SB1 altered 91̽’s mission, long-term strategies, or institutional values?

No. The University’s mission remains the same. Our strategic values continue – collaborating with community, serving students, and unleashing creativity.

Do I need to file an exception to SB1 diversity, equity, and inclusion requirements for a class that I am teaching?

No, exceptions do not need to be filed for academic courses even if they contain content that could be viewed as related to diversity, equity and inclusion. Exceptions need to be filed for orientation or training courses regarding diversity, equity, and inclusion and/or with respect to research grants where the state institution is unable to comply. A training course is typically instruction or education offered to or required of employees, as opposed to an academic course which is offered for academic credit.

If I need to file an exception to ODHE for a training, orientation program, or research grant, do I do so directly?

No. All exceptions for SB1 will be filed by the Office of Compliance. All exception forms should be emailed to compliance@csuohio.edu.

91̽ is actively engaged in a comprehensive policy development and review process. This initiative will focus on the revision and creation of several key academic policies, including:

  • Faculty Workload Policy
  • Faculty Annual Performance Evaluation Policy
  • Faculty Tenure Policy
  • Retrenchment Policy
  • Post-tenure Review Policy

Statement of Commitment

SB 1 requires the university to have a process to address complaints regarding violations of the Campus Free Speech Policy and inform students and employees of its protections. The university’s current process already fulfills the requirements for a process to investigate complaints about alleged intellectual diversity violations.
